The special treatment given by the city hall to the 32 houses eyed for demolition in barangay Luz after a court ordered its demolition citing the lapse of several postponements is "puzzling" because the Rama administration has been known to have a "stony heart" in its treatment of the Mahiga Creek settlers who suffered the worst imaginable treatment anyone can think of.  Rama criticized the City Council for not agreeing to the city hall's move to buy the lot in question and let the occupants pay for the monthly amortization until fully paid. But the city council has an alternative proposal for the city hall to use other areas of the city as possible relocation sites for barangay Luz occupants. The reason why Rama is particularly interested in barangay Luz is probably due to a possibility that Rama is expecting a bigger slice of votes from that area going to his favor. If only he was fair in his treatment to the Mahiga Creek settlers the city council might be expected to reciprocate in the same manner. 

But Rama wants no other than to be visibly known for his penchant for "compartmentalized treatment" for those that get his favor and another one for those he dislikes. And this is where the welfare of the public is sacrificed and compromised to the detriment of the poor people being put into the "chopping block" because of one man's power with arrogance.
