The news about the formation of some schools and universities in Cebu City studying river banks and how it tries to put premium on "alleged political will" to strictly implement the three-meter easement is a picture of how the political "Team Rama" is exploiting this group to further justify its "anti-people" stand in depriving the poor people who asked for government assistance to assuage the financial difficulties they are "in" on account of the relentless city sponsored demolition of houses owned by people who lived in the area for "quite" a long time. Instead of showing humane considerations to their pleadings the Rama administration turned deaf to their needs for financial help and instead chose to engage itself in what it called "a beautification campaign" which they found more important than helping the hungry stomachs of the poor. No amount of "cleverness" on its part can erase the despicable treatment they gave to those people whose only "fault"is that they are born poor. 

Or it could be a sinister plan adapted by the people whose only ambition is how to win the election by all means thereby wiping out a significant segment of political supporters expected to support the opposite political camp of Tommy O.
