They want to emphasize that there is no wastage in government funds when it was disclosed by COA that P468.5M worth of projects funded by 20 percent of development fund were not implemented. But what is important here is the lost opportunity amounting to such huge amount which were not implemented due to their inability and incompetence to undertake their job. And yet they mention billions of money they need to solve the drainage problem with their insistence to sell a large chunk of SRP lots.

The bottom line here is their insincerity, inability and incompetence to undertake a project within the allotted time frame. And how can they be so adamant in demanding from the BOPK councilors to allow them a free hand in the disposal of SRP lots when they cannot even execute the timely implementation of certain projects covered or financed by that development fund. And they were behind in the remittance of GSIS contributions amounting to P53.1M including payment to Philhealth and Pag-ibig. And they cannot even pay the amount due to senior citizens on time where they now promised to pay it at a later date. This only goes to show that there is an ongoing fiscal mismanagement in the City Hall under Rama's stewardship as shown in their uncontrolled and lavished spending spree in conducting seminars held in plush hotels and expensive beach resorts resulting to P11M pinpointed by COA as involved in extravagant spending. When Tommy O wrote a letter to Sunstar under "Tell It To Sunstar" column, he noted in passing that Rama should be thankful he did not allow Tommy to make improvements in some city streets like V. Rama, etc. because Rama wants to dictate which road Tommy has to improve like those in the mountain barangays thereby making it appear that Rama is a "credit grabber." But  Tommy also noted that lately he observed that the streets in the city where he was barred from making road improvements because they were still good and did not need any "retouch" was just recently asphalted with Rama's implied approval. Had Tommy been allowed to make road improvements in those areas, he said, he would have easily erased the 6,000 votes majority Rama was able to get and he would have been the one now sitting there in the City Hall.
