It
all started when drug test was first conducted in City Hall and it was no less
Mayor Mike Rama who expressed second thoughts
or misgivings about the usefulness of drug test claiming something like that it
is an affront to the basic rights of a person to his privacy.
As
a matter of fact he did not allow the team to subject him to the test, not like
the other elected officials who submitted themselves freely to the test. But
maybe, convinced later by his close friends and supporters, he submitted his
urine sample for drug test. But there was a message of caution from the good
Mayor that the result shall be made "strictly confidential" to
protect the employees from the expected shame of being identified or branded as
a "drug user." In other words, it was the good Mayor Mike who set the
stage to make the "drug test" less painful and harmless to the
"users." And we should not be surprised why in every drug test
conducted there is always somebody who will be found a "drug user"
because the "law breakers" are just taking it in stride. Hehehe!
Footnote:
The FREEMAN editorial - "No second chances" - will take a long time
before it is realized for "drug users" among the employees in city hall and from different
barangay workers because of the laxity with which the "drug test"
test is being implemented. There is no fear among "drug users" to
lose their jobs anyway they will just be advised for rehabilitation. And they
can still keep their jobs!
