What turns out to be an earlier
policy of government transparency in the Cebu Capitol at the start of the Davide
administration is now the opposite as it now released a memo where important papers
asked from the Capitol will require letter-request from the interested party
and approval of same by concerned department heads and that it will still be
cleared finally by the Office of the Governor.
This memo which was earlier practiced by former Gov. Gwen in 2010 was shelved when the new administration
of Davide came into the picture. But recent developments where it turns out it
was used by Governor Davide's political opponent as a political ammunition
against him by no less than Winston Garcia who is running for governor of Cebu
in the 2016 elections, the story changed because request for important papers
from the Capitol is now screened and controlled. But this will again go back to
that old saying: "What is there to worry about if everything is done under
the 'daang matuwid' of P-Noy?" But lately, people realized that the
"tuwid na daan" is now changed to "tuwad na daan." Could
this be the reason why Cebu Capitol is now doing some restrictions on the
release of papers needed by some parties? Just asking...
