The SC has been
flip-flopping in rendering its decision. No one can correct them except
themselves alone. In the case of Congress trying to question some of the pertinent issues involved in a Presidential Decree mandating the exclusive
use of their collected court fees to themselves and making it beyond the scope
of authority of Congress to scrutinize is perhaps a very difficult subject to
tackle at this time considering the timing of said congressional inquiry.
Granting that the motive behind it is based on a sincere agenda to explore what is best to do under the
prevailing circumstances but it is held suspect considering it just came about after
the SC decision that declared some
portions of DAP as "unconstitutional."
