Now it can be told, human error
caused the glitch that put the reputation of the banking industry in
microscopic eye just recently.
In a gesture which can be considered
as calculated risk on their part, the
officials of the Bank of Philippine
Islands (BPI) admitted in a Senate
hearing investigating into the fiasco that it was allegedly “error of judgment”
of a programmer or specialist.
Worse, the computer specialist who
allegedly owned up the fault of causing it was merely transferred to another
area of assignment. Is this not a strategy on BPI’s part to discourage the specialist from
squealing the truth behind the glitch?
At the outset, we can only ask the
following questions. What does this mean? No administrative penalty was imposed
against the erring employee, is it? What about the employee's superior officer
who exercises supervision and control over her work? What about the top guns of
BPI who readily washed their hands when
the news broke out about the glitch like Pontius Pilates of modern times? Are they all off the hook?
I'm pretty sure most of the depositors
suffered
from sleepless nights, extreme anxiety and moral shock when they were advised not to
touch their accounts due to the glitch. They helplessly faced a blank wall and
pleaded BPI to let them transact with the bank especially those having urgent
financial needs at that time.
We are talking here of 1.5 million
accounts involving 8 million depositors of BPI affected by the glitch. Is this not enough a
reason to cause depositors to be alarmed? Without any administrative sanctions
imposed on the specialist and officials of BPI,
are we just going to forgive and
forget?
We have high expectations on BPI officials owning up the responsibility
instead of passing the buck to a lowly specialist.
