Things are easier said than done in the case of Mayor Ricky Ramirez of Medellin, Cebu and Mayor Duke Frasco of Liloan, Cebu. The "flashback" of bitter memories associated with  heated political campaigns of the past will naturally overshadow the normally accepted common behavior  to expect in times of calamity. When one is accustomed to receiving it, even though the practice still follows the expected regularity based on the accepted guidelines, you can always hear from them highlighted accounts of "unfairness" because they will always tend to compare the treatment they received before from their "political benefactor" with that of the present setup.
