The idea to protect the
public from buying lechons produced under unsanitary condition is plausible. But
the people tasked to do it - in Mandaue City - should better do some kind of "educational
campaign" in a massive information drive to see to it that those believed
to engage in that kind of business
will be forewarned of the corresponding penalties
of fines ranging from P100T to P1M and
imprisonment of 6 to 12 years.
Seminars should be set up for that purpose and should be given
priority that sanitary condition of their surrounding be observed to avoid those penalties. It is considered not in line with the positive approach to "educate
and discipline" the people if
punitive action is immediately resorted to without first informing them in an orderly manner
so as not to defeat the purpose
of the campaign. With highly excessive fines and longer imprisonment term for
convicted violators, it is a must that proper information drive be implemented first
to make the campaign a success!
