Whoever advised Governor Junjun Davide about using PPP Plan to run
the Cebu South Bus Terminal (CSBT) is ill-informed about the adverse effects of
PPP. I have read a similar case in Chicago Tribune wherein the road
construction project funded by PPP had to be financed solely by the concerned
city government in the long run as the "private partner" stopped
doing its part of the deal when it incurred several "huge overruns"
from the original estimate. The private partner would not bother to spend
anything anymore to complete the project and abandoned it claiming they have
already sustained a "loss" from the projected estimate so the city government was
forced to complete it using government funds to avoid so much trouble and
inconvenience to the public. And this is where the PPP problem comes in because
what the private partner wants was only to focus on how to maximize their profit
with little investment because the state has provided almost all major
components of the project to start a business rolling. And this is where the
public interest will be compromised. It is good our local private stakeholders
voiced out their concern because the governor seems to have misunderstood the
use of PPP plan to the detriment of public service.
