If
Mayor Mike Rama did not submit to the drug test requirement, despite the lawful
order to do it as mandated by a
resolution passed and approved by the City Council, he would have been a
perfect example of a public official who considered himself as "above the
law." But even if he submitted himself to the said "drug test"
he was still able to show his clout by "influencing" the COSAP to
hold everything in drug test result as "highly confidential."

Utlang, Head of COSAP, has expressed her own assessment and lamented that this is different from other
years where they can freely disclose to the media the number of City Hall
employees found "positive" for drugs even if the names were withheld.
Now there is a complete "clamp down" of information for reason of
"confidentiality"
as
advocated by Mayor Mike so as "not to expose to shame" the identities
of those who are found "positive." And only God knows if Mayor Mike
is one of those City Hall employees found "positive."
