I'm afraid the comparison used by Mayor Mike Rama of the Balili lot where 3/4 of the said lot was submerged in water and in which its purchase by the provincial government under former Gov. Gwen was considered highly anomalous on account of the exorbitant price the lot was bought with government money and the "reclaimed lot" being involved in the comparison is located at the periphery of barangay Mambaling is, I believed, out of context. The property in question would suggest of the lot owner's ingenuity who was able to "reclaim" a piece of land out of his own initiative and probably without using government equipment and government money for the "reclamation" of same is now the object of "unusual" interest of Mayor Mike. But when his attention was called by COA (Commission On Audit) regarding the P101M unliquidated cash advances in the city hall in a report contained in COA's Annual Audit Report (AAR) for calendar year 2012 he refused to take heed of a lawful request from COA for him to initiate the filing of malversation charges against the errant employees claiming his "hands are already full of his official duties as city mayor" and instead asked that COA itself does the filing of cases.
