Cebu City Legal Chief Quits Post after election. He's on official leave, but City Legal Officer Joseph Bernaldez isn't waiting for Cebu City Mayor MichaelRama to kick him out. Bernaldez resigned effective May 15 while still on leave. Lyndon Basan heads the city's legal office in an acting capacity. "I know that my term is co-terminus and it ends on June 30 based on protocol," Bernaldez said. Bernaldez was among those who reportedly walked out of a meeting called by Rama before May 13 elections wherein the mayor asked his department and section heads to help his re-election bid. The mayor said he wanted to know who he could count on. Bernaldez yesterday said he no longer wanted to wait for the end of his appointment. He said he wanted to "rest" and use his leave credits of 120 days accumulated since he joined the Cebu City government in 2005. He plans to join the corporate world when his leave ends. After his May 14 proclamation, Mayor Rama said there would be changes among the department and section heads at City Hall. The city legal officer took the cue. Councilor Jose Daluz III, Team Rama manager, said he may be asked by the mayor to occupy the city administrator office to replace Jose Marie Poblete when Rama starts his second term in office on July 1. There have been talks among City Hall insiders that Poblete will head the legal office. "But we'll clear it up when the mayor returns," Daluz said. Rama is on a 22-day leave to rest after the election. Team Rama allies refuse to say where he went. Calls to his cellphone were directed to a Mandarin speaking telephone operator. Daluz said Rama, who left the country last Sunday, is expected to return this Friday but will travel again to other parts of the country as part of his vacation. COMMENT: Mike Rama's 22-day-leave after his election victory which left a number of political pundits dumbfounded is as enigmatic and mysterious as his victory would tell which is shrouded by unanswered questions considering that Tommy O has always come out victorious in every political battle just like his father, the popular Serging Osmena. And Tommy's unblemished record of good-government patterned after his family's political tradition of good governance starting from his illustrious grandpa, Don Sergio Osmena, the "Grand Old Man of Cebu" and Serging, the "Nino Bonito of Cebu," are all towering figures of achievements which leave the well-meaning Cebuanos at a loss looking for some possible reasons that could have probably tilted the election pendulum in Rama's favor. In Talisay City, the people can easily see the reason why the seasoned political veteran Eddiegul lost to JVR (Johnny V. Reyes) was principally blamed to the people's disenchantment when the Tabunok Public Market was arbitrarily closed in favor of a newly constructed public market in barangay Lagtang located more than a kilometer away, despite the cries of protests and bitterness from the disenfranchised market vendors. It was believed the strong sentiment of the concerned Talisaynons which took pity to the economic difficulties experienced by the vendors brought Eddiegul's political downful. Likewise, the Garcia political dynasty which gained roots during the period of fraud-infested government of GMA took its beating in a political defeat at the recent polls which was largely blamed at the two major questionable transactions: the "Balili-gate" and the huge construction expenditure of CICC during the last term of the suspended Gov. Gwen. Adding to the mysterious reason of Rama's election victory in Cebu City is his 22-day-leave of absence to an undisclosed country right after his election victory which normally will be ushered with joyous celebration with his supporters to thank them for "making him win." Many unanswered questions are expected to characterize his second term which will be considered as an effective gauge to determine the success or failure of his "2nd term."
