Kaban ni D_BystandeR: KUWESTYONABLENG KONTRATA

In his column, Leo Lastimosa of The Freeman wrote about Mike Rama's inaction to the worsening problem in Inayawan landfill headed by his appointee Randy Navarro. For six months Navarro's problem worsened as he was given the run around by the contractor, Armed Builders and Supply, who cornered the P24M contract through the helping hand of Rama's cousin Rene Mercado. When asked by Leo about the problem in Inayawan landfill which could mean lossess by millions on account of the contractor's lousy performance the Mayor referred him to the city administrator, Jose Marie Poblete who, instead of providing answers to the problem was visibly defending the contractor and in turn tossed the problem back to Navarro to settle it with the contractor. 

As a result, Leo has to go back to Rama to shed more light into the controversy. But Rama in Leo's account swore that he did not make money out of it and strongly contended in the name of his dead parents that he did nothing wrong with the said transaction involving the abusive contractor. For six months, instead of two heavy equipment to be used by the contractor only one was working and despite Navarro's insistence to protect the city's interest the contractor snubbed him probably thinking that with its connection to Mayor Rama's cousin Rene Mercado it already considered itself untouchable despite its poor performance. Another contractor, as revealed by Leo Lastimosa, Peter Dy who was tasked to clean the Tejero river left its work unfinished but was already able to get full payment of the contract. 

These are just few of the anomalous contracts the public has discovered through Leo's help who is a known advocate of good government as shown in countless exposes he brought to the public's attention.
