There was a time when your call to make an opinion is only casually considered optional, meaning: If you don't have a full grasp of the subject matter you better not try your "luck" for you might just end up a "laughing stock" to some serious and concerned observers. For somebody to start opening his mouth just for the  sake of defending his idol "Mayor Mike" but unaware of the gist of how important it is that SRP, for that matter, should be handled like a newborn baby whose delicate fixture can be broken anytime with just one reckless move, thus destroying forever its vaunted promise as a legitimate creation that is there for people who  know how to take care of it to maximize its highly valuable usage for the City of Cebu. For all you know, it is not only ordinary transparency that is needed here but also the transparency of purpose that will be fittingly marked to meet the requirements to make its existence a promised powerhouse to yield lasting benefits to the city as envisioned by Tommy O.
