Kaban ni D_BystandeR: MAY PANAPI SA PANUDLANAN SA KAPOLISAN???

I cannot forget that question posed by former VP Emmanuel Pelaez  to General Tomas Karingal when the General came to his rescue after being shot by "some misguided elements" of society who ambushed him on his way home from his office. His longtime personal driver died in that shooting incident. There is another news item I read today, which I consider as interconnected with this topic written by Atty. JBJ, that talked about the "quota system" demanded by some corrupt police officials in the "higher ups" from their subordinates - some police chiefs,for that matter. DILG Secretary Roxas suggested that somebody from the ranks should come out "to spill the beans" to have a "breakthrough." But nobody with a sound mind will ever do that or "he could be digging his own grave" for doing it. And I thought about the huge "intelligence funds" which runs in millions of pesos under the Office of the President. Why can't the national leadership come up with a plan or a strategy using intelligence funds to dig deeper into probable leads and check the lifestyle of some police officials in order to put a stop to this rumored "quota system" to discipline and stop all these police shenanigans that are wrecking havoc to the "morality, dignity, honor and well-being of our police forces in order to realign and enlist their wholehearted support  towards the protection of the people they are expected to serve.
