I can see something perplexing in the granting of additional monetary entitlements to the judiciary, like judges and prosecutors, which saw an increase in their allowances from the original P10,000 to P18,000 each. 

Mike Rama, whose administration caused for the increase of allowances to the judiciary, could be banking that in return he can get a reciprocal "kindness" from the decisions that he gets from numerous cases he is facing now. What I cannot understand is his "stony" heart when the Mahiga Creek settlers asked for financial assistance when they were hastily evicted from their "homes" along the river banks that the city hall has no money because he can get nothing from  them in return. Now I can understand and easily connect the concerns of DOJ Sec. Leila De Lima in discouraging LGUs from granting allowances to the judiciary in their locality in order to "safeguard" the competence, uprightness and to preserve the cold neutrality of the judges and prosecutors in the deliberation of cases in their respective salas.against the LGUs attempts and "temptations" to influence the "sanctity and wisdom" of the "recipients" of the financial grants. 

And besides, the judiciary is now the recipient of "fat increases in salaries and allowances" from the national government to discourage them from asking and receiving more from LGUs.
