Kaban ni D_BystandeR: NALUTSAN SI LOY SA MGA KUKHAN???

I wonder what this Provincial Capitol Chief Security Officer was doing  during the withdrawal of security guards of Black Pearl Security Agency at CICC and replaced with civilian guards last June 18, 2014. Loy  Madrigal, Chief Security Officer,  could have done something to  instruct the civilian guards what to do to discharge their duties as such. It is elementary that vehicles plate number and people going inside to transact business and  carrying something when they left should have been recorded in the logbook. But in his duty and assignment as Chief Security Officer, expected to use his expertise in security matters to protect the relief goods of GK (Gawad Kalinga) stored in CICC, he is completely a stranger to his basic responsibilities which resulted to undetermined amount of relief goods lost to "unknown persons" believed to have conducted the heist from 7pm to midnight of June 18, 2014.
