This particular case involving a 21-year old son of  Talisay City Mayor Johnny delos Reyes together with his girlfriend where both of them needed immediate treatment at Mandaue District Hospital due to a second degree burn caused by a radiator hose explosion of their  own motorcycle and who were given a run-around by hospital staff who first subjected them to some requirements like a police report but no police report was presented  because no other vehicle was involved. And after one hour waiting when the victim's brother, Talisay City Administrator John Yre delos Reyes came over, they were told to look for another hospital because they ran  out of burn ointment. This will no doubt serve as an example of how lousy the MDH medical staff can attend to people who come to their hospital in an emergency case. An initial investigation would tell they have their hands full with other life threatening cases at the time  as one of the reasons given for their failure to accommodate the victims.

We don't know to what critical level is it for them to appraise a "second degree" burn suffered by the male victim but the clumsiness of the action that it took them after one hour to render judgment to tell them to go to another hospital is revolting to our common sense. If it happens to a Talisay City Mayor's son to receive such kind of lousy treatment how much more for the other victims who belong to the poor and the downtrodden who cannot take immediate action due to lack of mobility to transfer to another place?

The reason why this company which is known to have incurred so many sea accidents before with their fleets is because the "Office" delegated with the authority to hear and settle conflicts like this is very lax and there is no government effort shown exerted from higher echelon to prod them to do their job smartly and responsibly in a judicious manner so as to impart and instill a lesson and discipline to influence the shipowners to order their ship captains to be extra careful and cautious not to commit the same recklessness again that already claimed so many innocent lives of our sea travelers.

Footnote: The above comment comes in reaction to a column bylined by Atty. Frank Malilong of Sunstar who aired aloud his observation that almost five months have passed since 2Go's M/V St. Thomas Aquinas sank off the coast of Talisay after colliding with the Philippine Span Asia Carrier Corp.'s M/V Sulpicio Express Siete and more than three months since the Special Board of Marine Inquiry (SBMI) terminated its hearings on the tragedy - and still no one has made public the result of the inquiry or if one has been made, causing the columnist to ask:  "Is there a conscious effort, one is tempted to ask, to ride on the people's short memory and bury the responsible one's negligence and/or incompetence along with the vessel?”

Kaban ni D_BystandeR: MAKALULUOY ANG KABOS, KON HUSTISYA ANG MANGLUTOS

Sometimes the harshness of the law could be felt very strongly especially if it involves the poor like what happens to Emily Canaya of Barangay Liburon, Carcar City whose sentence to life imprisonment by lower court was affirmed by the Court of Appeals for having been arrested with six packets of shabu. And this reminds me of a teenager many  years ago who was sentenced to 12 years in prison for stealing a ream of cigarettes. But when it comes to  politically influential personalities, like former Governor  Leviste of Batangas who was convicted of murdering his longtime aide and who was reported in the news as having been caught spending "stolen time" outside of his prison cell while serving his jail term, has been recently set free as he was given parole by the Board of Prisons for his  "good behavior."

The crime of murder is more revolting to our conscience than the crime committed by that woman from Carcar City and the teenager's case. But here we are  to face the realities that this lady, if only she was able to get a good lawyer, could have been saved from that "life sentence" decision compared to the one who committed a crime of
murder.

The timely information about that vehicular road  accident which claimed the lives of three helpless victims and caused injuries to a lot of other passengers of that cargo truck that Vice Governor Agnes  Magpale witnessed that Saturday morning while passing through the area on her way to attend an important event in Bogo City was a blessing in disguise as she was able to use the attributes of her office to alert the people concerned who could be of help to take care of the victims for their medical needs in that prevailing situation. VG Magpale once again has shown her "hands on" expertise and readiness to positively react to be of help in any given situation to at least mitigate the appalling tragedy that unexpectedly befell to the victims. Her motherly response to the situation is highly commendable!

Does it bother anyone else that Hugo Chavez is highlighted in a video with the subtext that says "while they may no longer be with us, their works will live on continually inspiring, enriching and affecting our lives forever." This is a man who nationalized private industry and hijacked the  democratic process. He was everything that free people should despise. Now the media will try to rewrite history and turn him into a hero. The world is better off that he is dead. It should have only happened 50 years earlier.

Big Daddy have you ever been to Venezuela? Have you ever noted that Mr. Chavez did a lot to improve the Human Condition in his nation. To remove barriers to help the majority in his nation. That he stood up to globalism and capitalist in his  nation for the greater good. Yes, he was not perfect and extended his influence, but was he no worse than Putin and many others. The democratic process does not exist even here in the good ole USA or do you believe George Bush was not elected due to what happened in Florida? Mr. Chavez was more for the majority of his people and fought the entitled class in his nation for decades, more than I can say for any of our corrupt politicians.

With the spirit of Christmas still spreading the good tidings to all, it is a joy to behold in our christian hearts that our good Governor Jun Davide has at last decided to grant his pardon to a Capitol canteen helper who was seen "pocketing" some relief goods intended for  typhoon victims for reasons that poverty usually breeds  and in which such act passed unnoticed by security guards but was clearly recorded in CCTV. But the feeling of guilt publicly shown by the "sinner" who unashamedly shed tears to show her repentance won the public  sympathy so that the governor's pardon extended to the  woman concerned has correspondingly gratified the public anxiety who was closely watching the governor's benevolent act. May the good Lord with his infinite  goodness continue to shower His blessings to our good  Governor Jun and his  family!

This killing of a mother, 42, and her son, 20, in Barangay Lawaan 2, Talisay City cries for justice. They are law abiding citizens and her son has just arrived home after attending a Christmas midnight mass with friends and immediately went to sleep thereafter. But the killer employing  criminal treachery to carry on a dastardly act gained entrance reportedly through a hole in the floor and when he got close to the son who was already asleep pumped bullets into different parts of his head and body.

The mother doing something in the kitchen tried to call for help but she was also shot and hit fatally causing her death. Her son reached the hospital but did not last long and expired. The uncle of the son was reportedly just released from prison for a previous case early this year where his mother was attacked by his uncle and it was reportedly due to the efforts of the son that his uncle was put in prison. The hat found inside the house and believed left carelessly by the killer was said to be  the same as the one some witnesses say belonged to his uncle. The police can effectively pursue filing a case against the suspect and it could dig deeper into their investigation to gather more evidence against the suspect to make an "airtight" case. Viewing the  dilapidated house in the accompanying picture supplied by this news where the two victims lived, would surely suggest the kind of life they struggled with just to survive through lawful means. But their lives were cut short by an individual who strives with the forces of "darkness" in inflicting their sudden deaths.

Kaban ni D_BystandeR: SULUSYON SA AKSIDENTE'S KARSADA, PAHINAYAY

Alarmed by the rising incidents of road accidents, the latest of which claimed the lives of 18 people in Manila skyway, Davao City Mayor Rodrigo Duterte ordered a 30-KPH speed limit on all vehicles plying Davao City to avoid road mishap. Most of the road accidents are triggered by speedsters who seemed to disregard the value of human lives as they carelessly stepped on the gas to  navigate the roads. The speed limit imposed by Duterte in Davao might have been dictated by his compelling reason to find a solution to stop the rising incidents of deaths on the road.

Our local Cebu lawmakers might be able use his idea to fight/prevent those "needless deaths" on the road or they could modify the speed limit a little higher depending on the outcome of a resourceful discussion about the pros and cons of the said subject matter.

Kaban ni D_BystandeR: KALUTUAN UG PAN ANG TOLDA SA MGA BAKWIT SA KAINIT???

The type of shelters given to those who were relocated because of the oil spill believed to be toxic in Estancia, Iloilo looks similar to the "Tent City" located in SRP, Cebu City which were provided by a joint effort of the Philippine National Red Cross under Dick Gordon and Cebu City Mayor Mike Rama.

I don't know which is better between the two types of shelters but a personal testimony by a local Cebu newspaper columnist revealed that during a hot day he experienced staying inside one of the typical shelters in Tent City even for just a few minutes is like a Calvary as the atmosphere inside was very hot and that to expect a family with a small baby or with an old member of the family who is sick to stay there is just like "exposing" them to an unhealthy living condition which could aggravate the "health conditions" of the occupants.

When we talked about the lives of poor people in situations like this, we can always expect the government to most likely "underestimate" the health factors involved as they appear to be extremely stingy when it comes to helping the poor! But to think of the billions of money lost in several scams, like the "pork barrel scandal" involving our lawmakers in Congress, the people can only express their hopelessness thinking about how our taxes are wasted and if only a little portion of that money was spent for them maybe they can enjoy a little sigh of relief as they might be able to breathe the air of happiness in the thought that somehow their lot can get improved.

Kaban ni D_BystandeR: PAMOLITIKA ANG GIUNA???


When it comes to "cash" given to city hall employees in whatever name, whether as a "Christmas bonus or calamity assistance," most of them (city councilors), except those who consider in silence with seething outrage as to how the precious city funds are squandered in whatever manner, are grinning from "ear to ear"  because they consider it as a "happy all" move. (Only two city councilors abstained from casting their votes, namely, Margot Osmena and Lea Japson). But what I consider as a selective kind of giving "Christmas bonanza" to CH employees is Mayor Mike Rama's decision that it is limited only to permanent and casual employees.

The "Job Order" employees are left out salivating with an empty bag! How sadistic it is for Mayor Mike not to include the "Job Order" employees in the merrymaking. It would have been better if instead of P20,000 to each of them, a little would have been given to "J.O." people from the huge amount of P20T to make it a little fair to them. But one thing is certain for Mayor Mike - with the passage of this "calamity assistance" - he is now almost convinced that he has already successfully solidified his electoral chances come 2016 when he runs for the 3rd time in his mayoral bid for Cebu City. But many things can still happen along the way which could make or unmake his dreams come true.

Kaban ni D_BystandeR: MAY TUGBANG BAYAD ANG KAAYO???

The probable reason why city hall strongly batted for the approval of a P45,000 per month to the judges is because they want to reciprocate to the favorable decisions received from a case where the CA upheld the city government as winner against the Rallos heirs and in another one involving the SRP.

It reminds me of how DOJ Secretary De Lima declared her personal views against judges receiving monthly stipends from  LGUs because of public's adverse perception that it can unduly influence the soundness of the decisions rendered by judges when the LGU is one of the  interested party involved in a case. Judges are already  receiving huge salaries and if city hall wants to really help those who are actually in dire economic situation they can train their focus to some groups like the barangay health workers who only received P4,000 a month. But there is nothing to get from the services of the health workers because it only benefits the poor people and it cannot help them win their cases in courts. But insisting to give huge allowances to the judges will only mean one thing - to reciprocate them in their  favorable decisions to the city government.

Kaban ni D_BystandeR: MGA BAKWIT, NAG-ANTOS SA KAINIT

This is the most demeaning kind of help the city government under Mayor Mike Rama and Dick Gordon of PNRC can give to the typhoon survivors - the Tent City. A place like that is not fit for human beings. In the States where I presently live, that kind of tent is used to shelter plants for sale to the public. Sales associates may only get inside for a brief time in connection with their business but they do not stay there like what these two "bright boys" want to do for the typhoon victims to live there with their families. This is the height of  irresponsibility of our city official and Gordon of the Red Cross. It's a shame that Mayor Mike can afford to ask P45,000 as monthly stipend for each judge, who are already receiving a hefty sum as their salary, but he cannot afford to give something worthwhile and decent enough for human beings  to live.

With the personal testimony coming from Columnist Leo Lastimosa who came out of the tent dripping with exasperation on a hot day, I doubt if Mayor Rama can afford to stay there even for one single straight day.

These bishops seem not to read the announcement of Pope Francis for them to concentrate on their pastoral work to get out and help the poor. What they are doing instead is to sow political intrigue by asking P-Noy to visit GMA inside VMMC (Veterans Memorial Medical Center). They are like the story of a man who visits the scene of the crime believing his movement could escape the watchful eyes of the public.

During the GMA administration the bishops were busy accepting the worldly  bribes of material gifts from GMA that they forgot to raise even a finger to say something about the shameless display of  callousness in committing corruption left and right. And now claiming they want to refresh their closeness to GMA by asking P-Noy an embarrassing thing to do to visit GMA in VSMMC is the height of hypocrisy by these supposed to be "servants of  God." When are you going to take heed to the call of Pope  Francis to take serious steps about your pledge to follow in the footsteps of Jesus Christ?

I cannot understand why the Philippine Daily Inquirer hasto persistently continue the discussion of this topic which only serves as a magnet to the political enemies of VP Binay with comments that would only amount to make an "overkill" of the same subject matter already discussed lengthily few days earlier if the objective is only to straighten an issue about "misinterpretation" of facts. Maybe this paper will find "contentment and inexplicable joy" if something untoward happens to Mayor Binay and company in that convoy of  four cars because, as you know, cases of security guards  killing those who argue with them in their assigned post is not only common but would most likely touch a very delicate issue about how arrogant and disrespectful these guards are.

TUKBILON TA ANG UYOK SA PASKO

In his first ever Christmas message delivered before a mammoth crowd, Pope Francis urged the believers to love and forget casting aside hatred, ignominy and harboring of ill-will.

Christmas is not meant to be empty and ephemeral. It is the best opportunity to relive the greatest biblical  story ever told - the birth of our lord Jesus Christ.

Down the road, people go to church and say prayers hoping for the best and  realization of their dreams. Pope Francis must have seen how ironical things have become nowadays when leaders of the world appear to have never run out of  demagoguery on  issues affecting global peace. We have seen leaders in our country who build their arrogance openly without showing any sign of amelioration for the coming year, 2014.

Christmas augurs well in the heart of those who believe in doing the words that spell goodness in the heart rather than self-aggrandizement and enrichment. Now is the time for all of us to disabuse the mind of the doomsayers who claim that the end is near. We have reached and surpassed the turbulent times. We know that everything has far-reaching implications if we remain passive in allowing Pope Francis to pursue his voice in the wilderness. At hand is our chance to blow the wind of change. It's Christmas time.

Pagka-way klaro niining sinuwat ni Cheking! Lubog ug hanap pa ni sa "diyes panas!" I was at first intrigued by what and how he is going to expound his ideas about "Pope Francis, gossip and his priests." But it only turns out to be a "dud." There is no significant and concrete revelation wherein we can find him asserting arguments to support his "opening description" about what he writes.

And as one of our "seasoned writers" I find him employing a gimmick usually resorted to by those engaged in the "marketing of ideas" to make their work salable to the readers. But to repeat, there is nothing significant to this "statement" but is only a clever manipulation in what we call a "play of words."

This is a typical story of most of our growing kids whose family struggles for survival in the midst of city environment where no program from our top city officials is discussed how to solve the sad plight of our street children. Most of the kids born to poor parents are endowed with practical knowledge in how to help the family survived their economic hardships and if only we can help to provide them with the tools to invest their adolescent years to go to school to become responsible citizens of the city someday is something worth a try from our top city officials.

Our city leaders should take a positive stand  to ponder over this problem and focus their efforts in coming up with tangible measures to improve a lot of our poor kids to help them prepare to become worthy and responsible members of society.

Kaban ni D_BystandeR: GISAMOKAN NA SI MIKE SA MGA BAKWIT???


I don't know if the typhoon survivors from Tacloban understood the meaningfully threatening remarks of Mayor Mike Rama when he said, "If you want to go home today, you can go; if you want to go home tomorrow, you can go but not that you will want to stay here indefinitely because I will have to let you go." Klaro kaayo nga naglikay si Mayor Mike sa mga pagsaway nga adto ihan-ok kaniya sa higayon nga siya moklaro paghingilin sa mga typhoon survivors. If he was able to cut off the water connection of the poor Mahiga Creek dwellers who were temporarily allowed to stay in the city in NRA Block No. 27 and forced to move out of said place before Christmas of 2012 despite their pleadings for them to stay until after Christmas to a mountain barangay, there is no reason why he will not do the same drastic action against the helpless typhoon evacuees.

 He is just waiting for his "own time" to do it. Asked by reporters up to when does he want them to stay longer in the tent city, he could not give a categorical answer. And the Mayor's fiancee, Josie Pesquera, made it known that she does not want anybody to entertain any visitors inside their tent. It doesn't need much from the efforts of Tommy O to determine the outcome of the next election come 2016 but most likely will have to depend on how Mayor Mike Rama will be able to carry on his job responsibly as city mayor. His perceived anti-poor stance and his propensity to squander precious city funds aimed at galvanizing his chances for his  reelection dreams could backfire in the long run and will ultimately be instrumental to his political downfall as people will lose their rapport and trust in him to ably lead the city's objective to achieve tangible improvements for Cebu City. The political superiority of Tommy O over Mayor Mike has long been established by Tommy's bloodline legacy dating as far back during the time of the famous Don Sergio Osmena whose political history in Cebu and throughout the nation has been widely acknowledged and characterized by his lofty records as a brilliant statesman and with immaculate record of unblemished honesty in public service.

I agree with the explanation of Senator Nancy Binay and such carefully worded statement in low profile only displays her preference to the peaceful discussion of this problem which now appeared in blown up proportion. It is easy to conclude, based on the comments generated by this unfortunate incident, that the Binays are unduly castigated on a certain misunderstanding that puts into focus the arrogance and disrespect of the security guards despite the knowledge that the convoy of vehicles only requested for gate's safe passage was led by Makati City Mayor Junjun Binay with his sister-Senator Nancy and other VIP's in the group of four cars.

It was only proper and appropriate that the police had come to diffuse the tense situation as it is common to read  reports in the news about security guards killing innocent people just because they want to be known that nobody can win any argument with them and get away with it or else!

And to think that the arrest is made after some people have already invested money for its transportation would point out how hurting it is to the last person with whom the arrest is made in terms of huge financial losses.

The present feature of Cebu Governor Jun Davide's office is a reflection of a man whose simplicity is a living symbol of how genuine service for the people of the province of Cebu is taking place. Gone are the days of the remnants of a pompous display of an administration that was once characterized by anything that exudes extravagance of incomparable significance.

True to his known personality of being a true human being devoid of any sign of pretentious worldly display of anything else except  to serve the people in the best interest of public service, his newly opened "Governor's Office" is a showcase of transparency where people can see through the glass door what the Governor is doing inside. Merry Christmas to you, Gov. Jun and family!

Kaban ni D_BystandeR: MAKILILIMOS KAUBAN SA PAGSAULOG SA PASKO

I am at a loss as to what kind of conscience these people have that they do not give some considerations to the poor especially during Christmas where as Christians and fellow human beings, we traditionally celebrate this occasion as a time for caroling with the hope that whatever the poor can gather out of the few "coins" collected from generous people it will be enough to buy them some food as their gift for the season to satisfy their needs.

Maybe the DSWD's higher-ups or our top city officials are not reading the news about Pope Francis seriously making a campaign to ask national leaders around the world about the importance of showing mercy to the poor. This anti-mendicancy law is an obsolete edict enacted during martial law as declared by Dictator Marcos in 1972 to perpetuate himself in power and to amass wealth for personal reasons. This law is absolutely anti-poor! This law should be repealed or at least should be ignored by DSWD instead of making itself an active enforcer of an unpopular and an inhuman law!

JOHANNESBURG (AP) - U.S. President Barack Obama implored thousands gathered in a cold, rainy stadium and millions watching around the world on Tuesday (12/10/13) to carry forward Nelson Mandela's mission of erasing injustice and inequality.  In a speech that received thunderous applause at FNB stadium and a standing ovation, Obama called on people to apply the lessons of Mandela  who emerged from 27 years in prison under a racist regime,  embraced his enemies when he finally walked to freedom and ushered in a new era of forgiveness and reconciliation in South Africa. 

We, too, must act on behalf of justice. We, too, must act on behalf of peace," said Obama, who like Mandela became the first black president of his country. Obama said that when he was a student, Mandela "woke me up to my responsibilities - to others, and to myself - and set me on an improbable journey that finds me here today." Addressing the memorial service for Mandela, who died  Thursday at age 95, Obama pointed out that "around the world today, men and women are still imprisoned for their political beliefs, and are still persecuted for what they look like, or how they worship, or who they love."  Among the nearly 100 heads of state and government were some countries like Cuba that don't hold fully democratic elections. On the way to the podium, Obama shook hands with Cuban President Raul Castro, underscoring a recent warming of relations between Cuba and the U.S.  In contrast to the wild applause given to Obama, South African President Jacob Zuma was booed. Many South Africans are unhappy with Zuma because of state corruption scandals, though his ruling African National Congress, once led by Mandela, remains the front-runner ahead of elections next year.  The weather and public transportation problems rain kept many people away. The 95,000-capacity stadium was only two-thirds full.  Some of the dozens of trains reserved to ferry people to the stadium were delayed due to a power failure.

A Metrorail services spokeswoman, Lilian Mofokeng, said more than 30,000 mourners were successfully transported by train.  The mood was celebratory. A dazzling mix of royalty, statesmen and celebrities was in attendance.  Mandela's widow, Graca Machel, and former wife Winnie Madikizela-Mandela were at the stadium, and gave each other a long hug before the ceremonies began. So were actress Charlize Theron, model Naomi Campbell and singer Bono. Tuesday was the 20th anniversary of the day when Mandela and South Africa's last apartheid-era president, F. W. de Klerk, received the Nobel Peace Prize for their efforts to bring peace to their country. De Klerk, a political rival who became friends with Mandela, was also in the stadium.  Mandela said in his Nobel acceptance speech at the time: "We live with the hope that as she battles to remake herself, South Africa will be like a microcosm of the new world that is striving to be born."
