Kaban ni D_BystandeR: PANAGBIGNI SA LABAW'NG HUKMANAN, HUSTISYA HINAY'NG MAKADAGAN

It's not a question of whether the City Council or the City Mayor was the one ordering the DEPW to re-inspect the palace of justice building as long as the motive is there and I find it a genuine gesture to help solve the prevailing problem now obtaining in the palace of justice right after that strong earthquake of Oct. 15.

The foot-dragging response from the  Supreme Court could have been avoided if only the  plan earlier hatched up by Chief Justice Maria Lourdes Sereno to appoint a regional head for Cebu was not scuttled by the "bright boys" in the Supreme Court who wanted to maintain the status quo that even office supplies requisition is centralized and has to be approved by the Court Administrator Midas Marquez in Manila. The way I look at it, it is the dispensation of justice that suffers, not so much with the court judges and their  employees because they received their monthly salary on time whether they perform nothing at all.
