The reported theft of million-peso fund intended for the beneficiaries of a government program in San Francisco, Quezon province last week was allegedly orchestrated by a syndicate led by unscrupulous military personnel, according to communist rebels based in the province.

"The holdup incident is suspicious. This crime is certainly planned and organized by a syndicate protected or even led by elements of the Armed Forces of the Philippines(AFP) and the reactionary police," said Armine de Guia, spokesman for New People's Army (NPA) Apolonio Mendoza Command.  Based on reports, unidentified men pulled over and held up the Philpost vehicle used to  deliver the Department of Social Welfare and Development's Pantawid Pamilyang Pilipino Program (4Ps) fund amounting to P9.4 million in San Francisco. The vehicle containing the funds was unaccompanied by security personnel, inviting suspicion that the theft was set-up by reactionary authorities. Pagbilao town police Chief Insp. Von June Borja Nuyda reported that the robbery incident transpired along Maharlika Highway in Sitio Polong Guiting, Barangay Silangang Malicboy, Pagbilao, when three still unidentified armed men allegedly took at gunpoint the P9.4 million cash from Philpost Regional Office employees who were supposed to deliver the cash for the beneficiaries of 4Ps in San Francisco, Quezon. Nuyda said Brian Magbutay was driving a Starex van (WFC 753) with his companions identified as Odith Jaurigue Cadano, Geraldine Fabila Badong, Nino Santiago Calabia and Patrick James Gesulga Putungan, when they decided to have lunch at a restaurant. When Magbutay went back to their vehicle to start the engine, the suspects allegedly went toward him, pointed a gun at him, and asked for the vehicles's key. Thefts involving the military are not uncommon in the province of  Quezon, De Guia lamented.  "In SQBP (South Quezon-Bondoc Peninsula), elements and units of the AFP-PNP Cafgu are proved accomplices of common criminals stealing from the people. The most recent case is the holdup incident in Barangay Tayuman, San Francisco where an official of the 74th Infantry Battalion was uncovered as mastermind behind the armed robbery of a business establishment," De Guia added.

 The NPA spokesman also condemned AFP's coddling of Cafgus involved in the theft of carabaos in various barrios in South Quezon-Bondoc Peninsula. "It is ironic that the eight battalions of soldiers, police and para-military agents in SQBP could not prevent petty crimes like robbery. Either the reactionary government's Army and police are useless, or they are guilty of committing these crimes against the people," De Guia said.
