The case about the Talisay City College (TCC) controversy is troubling. How come in Mandaue City Mayor Jonas Cortes was able to select his own choice person to head the Mandaue City College (MCC)? In  Talisay City I learned the mechanics is such that the Board of Trustee (BOT) is given more power over the appointing power which is supposed to be exclusively under City Mayor JVR.

But then we have to consider that in the case of TCC it was a case of midnight appointment as Mr. Ricel Bacaltos was hastily transferred from his previous post to occupy as President of TCC before the new administration of Mayor JVR was to  start. And to think that most of the members of the BOT are allied with Eddiegul, Mayor JVR would certainly find himself at a loss because  Bacaltos is Eddiegul's man. This will again serve as a turning point because to disregard the appointing power of the City Mayor is

tantamount to losing a very crucial element of his executive power which is to appoint an officer of his choice.
