Kaban ni D_BystandeR: MAY LIKI SA PANAGHIUSA TALI NI MAYOR JVR UG BISE VILLARANTE?

I noticed that in several instances Vice Mayor Romeo Villarante is not in a cooperating mood with Mayor JVR as the public expects him to be being in the same political party and he is showing signs of defiance to the authority of Mayor JVR.

And the reason I supposed is that VM  Villarante is not contented with his present position as the No. 2 man in the city's hierarchy as he visibly wants to  challenge Mayor JVR in several instances. In the first place,  why did he not run against JVR in the last mayoralty election  to make it a three-cornered-fight? Is it only now that he realize his ambition was to become a city mayor instead?

It's truly a losing proposition because it is the city's interests and its residents who turn out to be the actual losers in this case because the campaign promise of JVR to construct a new modern public market is now in limbo because the vice mayor does not want it done as he believes he will surely lose his
chances in the next election when he runs for city mayor if JVR's plan is realized?
