Kaban ni D_BystandeR: GIBINATA ANG PAGSUMPO SA GINADILING DRUGAS SA SUGBO???

This report is quite alarming to COSAP Head, Dr. Alice Utlang. She knows whereof she speaks because she is in the business of earnestly monitoring the number of drug addicts that the city hall now employs to the detriment of the city's taxpayers who want the city hall manned by efficient workers free from the influence of any kind of illegal drugs. But the situation looks not alarming to Mayor Mike Rama who still wants to talk to the COSAP head to discuss the matter. From the beginning, if we are to recall how Mayor Mike reacts to the proliferation of drug addicts working in the city hall, he was found to have taken the situation nonchalantly, meaning, he was contented to treat the problem with "kid gloves." Could there be any hidden meaning why he is  behaving like this?
