I find this column of "Sir Bob" enlightening in the sense that although there are some points in his opinion that is debatable overall his presentation is okay. Like for example he seems to cast doubt in the sincerity of the city council members who comprised the majority vote urging Mike Rama to initiate payment to Rallos heirs because of some "unsavory" information he uncovered that some businessmen were behind the legal fight of the Ralloses against the city government for that piece of private land that was converted into a public road in Sambag I. And that accordingly, the council was prodded by this business group to advance their interest in resolving this case to the extent that in Bobby's own personal evaluation, they are acting like collectors of that group with an expected promise of a reward should they ever come out successful. But Bobby can make a thousand kind of interpretation, be it good or bad, depending upon how he articulates and for what his motive is, but the fact remains that this is a valid and legitimate obligation that the city government under Mike Rama has to pay. All these legal talks that Rama wants to support his contention that he wants to exhaust all the legal avenues are purely dilatory tactics that as a lawyer he knows he is just prolonging the fight but in the end it is as clear as the sun rises in the east after a night of controversy that the city has no recourse but to pay. In other words, paying it now and paying it 10 years later is just the same except that the poor taxpayers are the ones to foot the bill in paying more in interests because whether he likes it or not it is clearly stipulated in the decision of the court that the longer it takes to pay the more interests it will accumulate.
And here's what I like in "Sir Bob's" frankness because he did not mince words in reminding "the good city mayor" that if he wants to file a case against the city councilors in the office of the Ombudsman he should see to it that his case is based on solid ground and airtight facts "para di ka masupalpal, Mayor." At least "Sir Bob" has given his meaningful parting words so that no one will regret in the end.
