That is exactly what the good senate president, Sen. Enrile offered in his premise that if the government is definitely against smoking, why not close all the cigarette factories and make the sale of cigarettes illegal. That was his rather "desperate" outburst to highlight his opposing view against the rabid supporters of the Executive Department. In a "milder" show of compassion to what happened to Sen. Ralph Recto who became the favorite "chopping block" of people who scorned him because he dismayed and angered a good number of them who expected his committee to support "en toto" for the passage of the proposed "sin tax bill, Manong Johnny earlier said, "The government should better 'go slow' not to kill the goose that lays the golden eggs." And he was referring to the "graduated approach" in taxation rather than subjecting those involved in it to the "abruptly heavy taxation." He further said, in defense of their position as the people's defender against government "excesses" that they are not a "rubber stamp" of the Executive Department. At any rate, if we analyze carefully the situation, Manong Johnny could be right. That's why in its latest development as an offshoot to this hullabaloo, we can read in the papers Sen. Recto is tendering his irrevocable resignation as Chairman of Ways and Means Committee. Recto finds himself in a bind and before everything goes out of hand he has decided to relinquish his top post of said committee. 

And being a true-bloodied member of the Liberal Party, he preferred not to be misinterpreted as against the "matuwid na daan" of President Noynoy hence, his resignation.
