When Mayor Mike Rama was asked if he intends to call for a review of the implementation of the City Hospitalization and Medicines Program (CHAMP), he said it was unnecessary.

There is a P120M outlay included in the 2013 city budget for the CHAMP which allows as much as P25,000 in hospitalization assistance for qualified residents within the city and another P5,000 assistance for medicines and laboratory examinations to beneficiaries. In the wake of the P3.8M in pork barrel funds of Congressman Tony Cuenco found by COA as being disbursed under questionable transactions with the use of fictitious names and addresses of alleged claimants tied up with the huge expenses for anti-rabies vaccines, Rama would not call for a review of the program's implementation but would rather prefer that a review be made during Osmena's time when some medicine suppliers were not paid.

This, in essence, would point out his lack of appropriate choice in critical decision-making. Instead of protecting government funds from being manipulated again with the connivance of the pharmacy and the people entrusted in checking the veracity of the transactions before payment is made for medicines and services, he direly failed to weigh-in on the importance of instituting preventive measures to avoid scams but to focus his interest against his acknowledged political "arch-enemy" Tommy O's time when medicine suppliers were not paid.
