I fully agree with the sincerity of Tommy O that he will solve the 93-1 issue if he gets elected city mayor of Cebu City again. He has shown that in the past  but due to Mayor Mike's intervention he was not able to realize his dream to make it happen. I only have a little disagreement with the way he blames VP Jojo Binay for not being able to solve the 93-1 issue despite his (Binay's) being the head of HUDCC and in the process dragged the office of the Cebu governor for not accomplishing it. We  should be cognizant of the fact that even former Gov. Gwen has promised  to solve the 93-1 issue before the end of her term but to no avail. And  Gov. Jun followed suit but still the solution to solve the 93-1 remains elusive. But it would be too presumptuous for Tommy to assume that Binay as former HUDCC head can single-handedly solve it even without coordinating with whoever is the Cebu governor because Binay does not have dictatorial  powers to solve it all by himself.
