Kaban ni D_BystandeR: NAHUTDAN NA BA UG KASALIGAN ANG DEPW???

I find it hard to understand why Mayor Mike Rama would always talk about his obsession to be in control for the sale of SRP lots because according to him he has lots of projects waiting for funding and he thinks of no other source except from the sale of SRP lots.

I am now beginning to doubt his real motive about SRP when, in a recent news item I read in cebu daily News, the city engineering has  lots of unimplemented projects amounting to P2.5B infrastructure backlog complete with necessary funding but only they cannot implement them because of their claim that they are "undermanned"  and other forms of alibi. And DEPW Chief Kenneth Carmelita Enriquez  is looking forward for the return of the engineers under her department who are serving suspensions. Can she not look for any other replacement  to improve the "snail-paced" work of her department except asking for  the return of the two persons who were earlier suspended for corrupt  practices? Are the services of those two people extremely indispensable?
