The issue about the City Council issuing a resolution authorizing CIPC (Cebu Investment Promotions Center) to actively engage in the marketing of SRP lots has triggered four CIPC members to relinquish their posts for they allegedly did not want to be "hit in the crossfire" between BOPK and Mayor Mike Rama over SRP. This is a sensitive issue that Rama wants to cross the line because he was already salivating at the prospect of selling SRP lots for a long time from the beginning to be able to fund his buying spree of motor vehicles intended for capturing votes of mountain barangay officials to ensure his obsession to get reelected in the last election as city mayor. He got reelected as he wished but as a result he is now saddled with the resulting financial problem where to get funding as some of his projects have been sadly affected by his previous uncontrolled and extravagant squandering of precious funds.

He has not shown any capability of finding any other source of funds and the only easiest way left for him to solve his financial woes is through the sale of SRP lots which is strongly protected by BOPK as it was originally intended to be sold only after the lapse of several years for price speculation purposes to optimize its value for the benefit of the city and the city taxpayers.
