Kaban ni D_BystandeR: GILANGAY-LANGAY DIAY???

I cannot understand the stand of city councilor Edgardo Labella whose only vote of one against 10 city councilors came opposing the payment of P133M to Rallos heirs for a lot in Barangay Sambag I made into a road many years back by the city government. In a SC ruling in 2000 the city was ordered to pay the heirs and from the looks of it, it is just simply normal that majority of the city council voted for its payment. But Labella is complaining why the rush in that decision. He mentioned a Court of Appeals ruling issued last June which prohibited garnishment of city's bank deposits to pay the same. But another lawyer, city councilor Sisinio Andales argued that a decision of the appellate court does not nullify the position of the Supreme Court so Rallos should be paid. I don't know what made councilor Labella to say that it's still premature to pay the Ralloses. The land was converted to become a road maybe more than half a century ago and the SC ruling favoring payment to the heirs of Rallos is now more than a decade. Does Labella understand what he is doing? But we do not dismiss the idea that there are some bad debtors known as, "Mal Pagador," who want to test the patience of people who have long been unjustly affected by its non-payment. 

Some lawyers just want to delay payment of a valid obligation to pay a long time debt and one of them is City Councilor Edgardo Labella.
