I find this case hard to comment because it looks like Evelyn Senajon is justified in her defense because during a calamity it's pretty hard to conduct bidding because of the essence of time element involved where one should be quick enough to decide so as not to be called "Johnny come lately." Of course, one should be careful in going for the lowest reasonable price. For me, Senajon's explanation holds water. But we don't know if there are still some other reasons behind it. When the Administrator of Cebu South Bus Terminal was the subject of a complaint of a complaint of a lady stall owner for harassing her which would assume to be like in exchange of her "chastity," the good Gov. Jun was unmoved and did not even lift a finger to censure him. This case could be something more revolting to him, maybe for some other unknown reasons, to cause him to issue such drastic action against Senajon.
