Kaban ni D_BystandeR: MAKABUNGOG ANG KAHILOM SA MGA DINAOGDAOG

I can only emphatically nod with sincere approval the truth about this editorial vis-a-vis the JOs (Job Orders). They are the kind of employees who work silently to perform their assigned tasks, who do not know how to complain even if,  after the lapse of several paydays, they still do not get their pay envelopes. And their silence is deafening because they do not want to antagonize the "Gods" at the city hall, with whom their employment depends upon for their blessing.

And, yes, it's true some of them who managed to get their jobs there could be board passers like my daughter (She  passed the Teachers' Board Exam a few years back.) who worked as a Job Order employee in Talisay City before she finally and luckily managed to get a permanent teaching position in public schools. And the assurance given by City Councilor Gerry Carillo is like "music" to their ears so that they can start thinking how to pay their long list of "utang" from some of their kind benefactors.
