Kaban ni D_BystandeR: KUWARTANG GIKUPTAN SA CHED, BANTAYANAN???


A cursory glance of the audit observations of COA about CHED's 2011 transactions which was just released lastweek could just be the "tip of the iceberg" as funds from lawmakers PDAF as handled by CHED in connection with financial assistance  to scholars did not follow guidelines, rules and regulations. I got a feeling the transactions covered by the "Memorandum of Agreement" (MOA) between CHED and the lawmakers regarding how to use their PDAF could be a source of questionable funding wherein money could go to the wrong "pockets?!"

Footnote: This eleventh hour release of COA 2011 audit observations a week before 2013 year ends about how CHED handled money sourced out of lawmakers' PDAF is rife with possibilities that funds intended for financial grants to scholars could be siphoned to the "wrong pockets" as it came out that these transactions were covered under a "Memorandum of Agreement" which COA said was not following guidelines, rules and regulations. COA also discovered that claims amounting to P112.6 million were not supported by adequate documents like income tax returns and student grades. The COA said the implementation of the Students Financial Assistance Programs did not adhere to CHED guidelines, rules and regulations.
