I think somebody has to accept and be held liable for the "criminal negligence" done with "delayed meals" supposedto be served "on time" to 503 new police recruits from Balamban and Consolacion Regional Training School who started manning their posts early in the morning in different routes laid out in the city to maintain order for the Sinulog procession.

And they were not provided allowances unlike their regular counterparts in the police force who were given P2000 each which, accordingly, already included for their meals. The reason given is that the recruits' locations were spread out far and wide is not convincing enough to justify the delay. "If there's a will, there's a way," so the saying goes. One can just imagine the pangs of hunger these recruits suffered with their meals delayed and only reached them late in the afternoon. This is clearly a form of "abuse" done to the recruits to some degree thinking the recruits cannot complain openly least they will not be accepted to finally do the police work as regular members. This has got to be investigated by police "higher ups" headed by General Constantino of PRO 7 to see where the ax falls.
