Kaban ni D_BystandeR: PAGKAHUBOG SA GAHOM, DILI MAAYONG TALAN-AWON

It's not important who says it, whether it was Lito O (when he served as Cebu Governor in the late 80's) or Mike Rama, but what matters most is the impact it drives home into anybody's mind that it can be interpreted as an indication of a man "drunk with  power!" This is Rama's only second term as City Mayor of Cebu and yet he is now behaving and showing the "extremes" of how a man can make a mockery of the law.

What is worst is that he thinks he is "above the law!" Whatever explanation Cheking Seares (in his Sunstar editorial) wants to stress in downplaying Rama's outrageous disregard to the "rule of law" is immaterial. What is important is that as "Father of the City of Cebu" he should be the last man to disregard, much more to malign and insult, the importance of the drug test to all City Hall employees if he is mindful that illegal drug is the "Number One" Public Enemy we have to deal with as it destroys the moral fabric of a person's mind to think positively to everything around him.
