This much ballyhooed city hall revamp of department heads was done before by Mayor Mike Rama when he observed a strong resistance before the election in his second term from department heads of how he interpreted political loyalty to him over their interpretation that choosing a leader is a private discretion that is inherent in their democratic rights to choose a leader of their own choice. This revamp could be triggered by his overactive political obsession to stay in power by "all means" as allowed by law. He can do what he wants  because "he is the Boss" but in the final analysis it is  how he rationalizes his plan that matters most to the city residents.
