I admire the wisdom shown by former Senator
Joker Arroyo and appreciate the precise and convincing way by which he
articulated and dissected the issue about the lengthy BRSC inquiry which
already lasted for 5 months. And he profoundly questions the wisdom behind the issuance of the
"detention order" issued to Mayor Junjun Binay of Makati City and
five others, it being decided only by the BRC chairman "TG" Guingona with
at least one senator. He cited it as based on the amendment adopted by the Senate
in February 6, 2013 before the close of 15th Congress. Joker questioned the validity
of the order citing that the 20-committee members did not participate in the proceedings
and, therefore, presumed the order to be arbitrary. The investigation which is
supposed to be in aid of legislation is supposed to forward its findings and
recommendations to the Ombudsman and not attempt to mete out punishment. That
investigation has been going on for too long and is only wasting its precious
time which could have been devoted to more meaningful legislative agenda to
improve the nation's economy and uplift the lives of the people, Joker
observed.
