Former councilor Jose Daluz III, who sits in the Local School Board and the City Scholarship Committee, said they will review the 1,000 scholars enrolled in the Asian college of Technology (ACT).

The school owned by Rep. Rodrigo Abellanosa of Cebu City's South District lacks accreditation. "We already encouraged the scholars to transfer and for the ACT not to accommodate new scholars" Daluz said. Daluz said ACT officials told them they continued to accommodate scholars since they were unaware of the city's refusal to accredit the school.  The City Scholarship Committee ceased accreditation of ACT this school year pending a review of the school's tax payment records and their scholarship payment claims during the last three years.

Mayor Michael Rama also ordered the Scholarship Committee to ensure the equitable distribution of scholars in schools participating the program. For the meantime, Daluz said they will still honor the contracts of scholars enrolled in ACT last school year and who remain enrolled in the school this semester.

COMMENT: This is a clear case of political persecution. Only because Bebot Abellanosa happens to be a close friend Tommy O, who now becomes the arch-political enemy of Mike Rama and also because Bebot was a strong political opponent of Totol Batuhan, a Team Rama congressional candidate for the City's South District who lost to him in the last election, Asian College of Technology owned by Bebot is subjected to the kind of persecution that only happens to people who consider their present power as a license for them to make a business holding of a political opponent subjected to all kinds of rigid scrutiny that in some cases would only redound to some students losing their prerogative to choose ACT because of some added benefits and privileges they are to enjoy there which are not available in some competing schools. They are talking of equitable enrollment distribution of scholars to other schools but in effect they are trying to prevent the free choice of the students who want to enroll in ACT over the others because of some added privileges and benefits that accrue to them if they go to ACT. The review of some particular items in the books of ACT which covers for the last three  years will only succeed in alienating a greater number of city scholars to enroll to a school of their choice thereby defeating the foremost reason of helping the students who largely belong to the poor but deserving sectors of the community.
