DWUP Chief Collin Rosell should not be "onion skin." If Barangay Luz officials and urban poor representatives bring their case to the City  Council it could be that they do not understand the explanation of DWUP in-charge or they were tired of being given the "run around." I noticed that in several cases instead of DWUP earnestly helping the poor sectors of the community they cannot act right away maybe due to some  "unexplained reasons or considerations," in which case our poor brethren after exhausting their patience have no other recourse but to seek help from the City Council. 

Like in the case of Kamagayan, it is the City Council who initiated a move to help the informal settlers to be given a reprieve of six months because Mike Rama has a different plan that will adversely affect their lives and that of their children as the Mayor's plan wanted them transferred sooner than what they had been clamoring for since school closing is still far away.
