DSWD should give help to Pablo typhoon victims without any pre-condition. The poor has been suffering a lot and every day  that passes by is a big problem to people with hungry stomachs. As pointed out by the protesters, they said that DSWD has their own staff working on the ground and as reasoned out they should be the ones to produce the list and not the poor people themselves and then blame them for not being able to produce the list. The people are apprehensive that the DSWD will use their list of names submitted to that office in some other sinister plan to get back at some of them based on some pretext. The withholding of the sacks of rice intended for the typhoon victims is an unforgivable blunder that should be immediately rectified if they want their DSWD office as worthy of the function and obligation they are expected to fulfill. Pres. Noynoy should look into this problem if he thinks the poor people are being unjustly taken for granted and their benefits withheld and expected to receive for a long time ago. 

He should be guided by the truth about the universal saying that "a hungry man is an angry man!" He should listen to their cries and their valid pleas and demands.
