This will certainly be the most insulting part as an aftermath of the brutal slaying of Atty. Noel Archival and two of his close-aides, where the NBI has already sent subpoena to the 4 HPG suspects that was left unheeded and just taken in stride by those who were supposed to urgently help in the early solution of the crime which has already been more than a month since it took place last Feb. 18 in barangay Coro, Dalaguete, Cebu.

The two important PNP personalities in Cebu, PRO-7 Director General Danilo Constantino and Sr. Supt. Noel Gillamac, SITG Archival Head, seemed not to be seriously cooperating for the early solution of the case and instead are seen to be treating them with "kid gloves" as if the crime committed did not bother them even if it shockingly qualifies to be called a heinous crime.
