Even if no derogatory explanation is given why this GMA General (Retired PNP Deputy Director General Ricardo de Leon) was the subject of controversial appointment in the past, even prior to P-Noy's appointment given for him to head PPSC (Philippine Public Safety College) replacing Ruben Platon, P-Noy should have taken the  delicadeza and look for another man not involved in any controversy to preclude any public misgivings. With only two years more to finish  his term in 2016, P-Noy's reign now appears to be bothered by some reports relating to questionable transactions like the "MRT-$30M extortion attempt" to a Czech Inekon company, the Delfin Lee arrest which caused a police official's transfer to Cebu, and the Aldrin Cudia controversy in the PMA graduation rites.

Pres. Aquino's latest questionable demeanor reflected in some sensitive aspects of his administration is observed to be different from his first three years in office where he seemed to distance himself away from any activities that will tend to contradict his "Daang matuwid" policy.
