I think this opinion of Bong is only possible because he is blinded by his "political shades." In other words, it is hard for him to appreciate the actions taken by the city council because he is using the kind of "reverse" reasoning. It is the people's perception that in areas where Mike Rama is making the lives of the poor more difficult instead of helping them, the city council is there to neutralize him because for all you know Rama is only looking at what will make him realize his political ambition "by hook or by crook." And it is the duty of the city council to defend the rights of the poor and the under-privileged sectors of the city.

 It is a sigh of relief that in the hands of an ambitious man reigning the city hall there is a refuge of the poor and the down-trodden - the BOPK city council who, with the guidance of Tommy O, will take back the city hall from Rama's clutch and give it back to Tommy, the man with the heart that bleeds for the poor.
