He wants to dictate to Tommy what to do with his money because Mike wants to choose which place of the city he wants Tommy's money to be spent for. But Tommy is not a fool. He would rather give it to Eddiegul  than to be dictated by Mike. And Tommy has good reason to do that and the Cebu City electorate know what's cooking. Si Tommy di mahimong isulod  sa bulsa ni Mike kay dako kaayo si Tommy. Tommy has his own political plans and no amount of distraction from Mike will ever succeed because Tommy knows what he is doing.
