This is probably the first time the public has known that lots of checks numbering 147 checks in all with an aggregate sum of P4.9 million were found not distributed to corresponding payees for "unknown reasons." Could this be a sign that "dirty hands of politics" were at work and played a part in it? It could be that some of the recipients could be categorized as those found out to have "lost their rapport" with the powerful lady in the Capitol for the last six months because they were identified with the opposite political camp, or it could be part of the administration of Gwen's carelessness in its handling of financial matters, or other accounts due to some creditors were given priority so as as not to incur "insufficient funds" if those checks were released "altogether?" I find it surprising for Gwen to downplay this blatant sign of negligence saying, "it is always the case at the end of the year that checks will be found 'stale.'" If she finds it happening every year then it will be a big "slap" to her face to claim that she is a "financial expert" over Gov. Magpale whom she despised as somebody whose knowledge is only good for "watching small sari-sari stores." And what about those supposed "recipients" who out of their frustration and dismay for not receiving their checks on time have already applied  for loans corresponding to the amount they are to receive and are now  already paying for the corresponding interest with no sight as to when  their checks are coming? 

From the looks of it, this is the height of Gwen's irresponsibility which she just want to downplay as if it meant nothing to her because she is a millionaire in her own right.
