Kaban ni D_BystandeR: PATAS ANG TANAN SA MATA SA BALAOD

Never in the history of Cebu did we find a family so drunk with power that we find them committing something against the law because they think they are "above the law." Take the case of the suspended governor whose suspension issued by President Noynoy started on Dec. 19 last year and she was supposed to vacate her office because she already lost all her official powers starting from the date it was issued to her office. On the day it was served to her office she was not there early in the morning because she arrived late at 11am instead of reporting at 8am, the time all government employees are expected to start working. She was probably tipped off about the serving of that "order" for she arrived very much late in that memorable day.  The order was posted right on the door of her office for even her two office aides when asked to sign on behalf of the Governor they declined to sign it. And her failure not to personally sign the "order" now appeared in some "loose talks" that they are going to cite it in her defense that it was not served "directly to her." But lawyers have the specialty on how to make it lawful despite its not being

"personally signed" by the concerned governor. And it's now a good 18 days and you can still see her stuck to her office inside the provincial Capitol like a leech. 

Her son, Paulo Garcia, was reported charged together with two others with acts disrespecting a police officer while ordering his men in dismantling the two tents erected inside the Capitol ground. A near commotion would have ensuedas his men although located outside the fence were quick to train their guns against the attackers but thanks to the presence of mind of that police officer the otherwise "bloody incident" was aborted when he motioned to them not to use their arms. Her son Paulo was seen slapping the head of that police officer with two others and the three of them are now the subject of a case filed by the police in the courts. It was so unbecoming of her son to be doing like that against  a police officer but you cannot blame him if he was brought up that way thinking their family has too much power in their hands with his grandpa, Noy Pabling, a Congressman and his uncle PJ Garcia also a Congressman, another uncle a town mayor and another a vice mayor. And what makes them too confident that they can make a mockery of justice is because they are a family of lawyers. His younger sister Cristina, a wife of Liloan Mayor Frasco, is also a lawyer. Knowing that the "governor's" son was among the three being charged by the police in court, it did not take long for them to make a counter-charge by filing a case of "theft" against, of all people, DILG Secretary Mar Roxas, PRO 7 Director Marcelo Garbo and two other police officers, for the tents being confiscated during police operation clearing the Capitol ground. And when the Sugbo TV's operation was ordered cut-off by Governor Agnes Magpale because the "new leadership" wants to verify and study the nature of its operation if it meets the criteria of producing benefits for the provincial government she was met with a case filed in court by two employees of the Sugbo TV questioning the legality of her order "cutting-off" its operation as against the "freedom of the press." This turned out despite Gov. Magpale's decision extending a generous hand to a number of employees whose appointments were to end Dec. 31/12. They gave a statement that they cannot accept the "offer" because they want to sympathize with the suspended governor. And what the "new leadership" discovered are two contracts of Sugbo TV, first - for a satellite uplink contract in the amount of $14,000 per month, and second - a contract for Skycable in the amount of P100,000 per month. If it is found out that the negative aspects far outweigh the  positive aspects of continuing its operation then it has to be stopped. And lately, another brother of the suspended governor hit the headlines of the local dailies for registering his "rather belated" support to the beleaguered Gwen when he heard of the news that a formation of "SWAT" was seen in the Capitol's vicinity. He used to be a Capitol's consultant on CPDRC but his services were terminated when he had a "falling out" with his sister. Report about the SWAT sighting was dismissed by Director Garbo as "not true" for he has not ordered it. And what was considered a challenge to police authorities which required the filing of the earlier charge against the three, one of them a son of Gwen, came another one this time coming from Byron, Gwen's younger brother, who issued the challenge to Director Garbo through the media to a "fistfight" at the Cebu Sports Center. But Director Garbo is not the type who easily accepts a challenge of that nature. He promptly dismissed it as "childish antics." In turn, he asked, "Why does he not challenge to fight Manny Pacquiao who is a boxer? I am  not a boxer and I only want to enforce the law," he added. And another ridiculous and "wild" statement of Byron is to brag about the status of his sister, the suspended Gwen, in his claim that Director Garbo ought to salute to his sister Gwen because she was elected by the people as governor. And you can only use his statement to gauge that official powers belonging to Garcia family can transform some of its members to commit abuse of power. In some comments I read in the internet if these things happen in other countries like in America, Canada, Japan, South Korea, a person committing this "extreme" is already ARRESTED and JAILED ON THE SPOT! And many people are now looking for

President Noynoy's fighting stance the one that the people witnessed at the height of the impeachment proceedings against the ousted "CJ Corona," because it has been more than two weeks that his "suspension order" was defied and dishonored by Gwen, herself showing a bad example to the people that she is "above the law." And in another case, Mike Rama has ordered that police personnel assigned to the Capitol be pulled out because he doesn't want to see Cebu City to look like a "garrison." And right-thinking Cebuanos know this is only a ploy of Rama to make the entry of Gwen's supporters to the Capitol building "unchecked" which could only lead to worsening "peace and order" situation because too many people inside the Capitol is already chaotic and could trigger unthinkable security problems causing unnecessary loss of lives. And responsible Cebuanos know the idea of Mike Rama, politically blinded by his obsession to help his friend Gwen, is just like the story of a little boy playing with a match box most likely to cause conflagration.

Director Garbo should not be misled about the intention of Rama because his obligation is to provide and observe peace and order of Cebu.The people is now looking for a helping hand of President Noynoy to end this rather prolonged and challenging "impasse" involving a family of highly influential people who are out to establish their supremacy in the political and legal aspects of the issue.
