I cannot understand why Bong gave more weight to castigate what he called "agitators" of that chaos that resulted to the Pablo typhoon victims help that got stuck in DSWD's warehouse for several months and did not reach the intended recipients due to too much stringent restrictions DSWD has imposed. What he failed to discuss was the indefensible delay to meet the urgent needs of the Pablo typhoon victims as most of them were subjected to extreme hunger as they have no other means to get help except from the government. If this information coming from Bong that the DSWD has decided not to push through to file charges against the typhoon victims for the offense of "attempted looting" for the sacks of rice from the warehouse after ransacking it, maybe due to cooler heads and probably through the intervention of Pres. Noynoy, is a welcome news. And this is a big sigh of relief to think that by doing so the situation and the pitiful plight of the typhoon victims were given due consideration and forgiven and hugely saved and prevented from getting a "double whammy" effect of a catastrophy to be charged as "looters." 

Bong's sweeping accusation to blame the resulting chaos to the "agitators" is like a man who only noticed "the forest and not the trees." In other words he is "playing with fire" with his tendency to notice only "the conflagration" but failed to see what was the root cause of the problem that resulted in making the typhoon victims - by force of circumstances - decide to "use brute force"  to ransack the warehouse in order to survive from the "gnashing pain of extreme hunger."
