Mrs. Cynthia Villar, senatorial bet under Team PNoy, fell into the trap because the question itself is already "loaded." She was asked why they failed to close non-compliant schools and to explain the "disconnect" in her capacity as committee chairman on higher education between her idea to help the poor and supposedly siding with the owners of nursing schools. 

In the first place, the idea behind the move to close non-compliant schools in areas that are strategically located accessible to parents with modest income is not beneficial to said parents because by then they will be forced to undertake added higher expenses by sending their children to far distant schools and with tuition fees not affordable with their current income. Some parents, if they will force the issue, will be obliged to discontinue the nursing studies of their children thereby resulting to the loss of interest of their children to strive hard for the attainment of their dreamed career. I for one do not buy the idea of closing non-compliant schools because there are a lot of factors that go into the equation why some of the students belonging to poor parents fail. And besides, it is the mandated obligation of the state to provide schools for their citizens and if private entities take the pain of providing schools in places accessible to poor parents why asked them to close if they think they can still manage to keep their schools open to those students. 

Of course, what comes into play is whether the school has adequately complied with the basic requirements to make their school not within the type of schools regarded as "diploma mills," in which case, closure is a "must."
