The President of the Philippines is the most powerful person in the Philippines. If he really wanted something done then it can be done.The fact the the 10k sacks of rice are just sitting and rotting in the DSWD Davao storage just shows that the President does not totally care much in providing food and shelter for the typhoon 'Pablo' victims.
